- High Level Plan sets the direction
- Project Plans provide medium level detail
- Build, Test & Cutover plans provide low level, integrated detail
- Key milestones are agreed, no more than ten
- Scope changes require Board approval
- Progress is tracked weekly
- Plans are updated weekly (High Level, bi-weekly)
- Plans are approved by the people who carry out the tasks
- Plans are realistic and achievable, recognising interdependencies and allowing for resource conflicts
- Plans will change until the very last day of the project
