  1. High Level Plan sets the direction
  2. Project Plans provide medium level detail
  3. Build, Test & Cutover plans provide low level, integrated detail
  4. Key milestones are agreed, no more than ten
  5. Scope changes require Board approval
  6. Progress is tracked weekly
  7. Plans are updated weekly (High Level, bi-weekly)
  8. Plans are approved by the people who carry out the tasks
  9. Plans are realistic and achievable, recognising interdependencies and allowing for resource conflicts
  10. Plans will change until the very last day of the project
